Otep was created as a new type of combat robot in a scientific laboratory at the Academy of Magic of the Kingdom of Tubor. The capital of the kingdom was covered by a wave of crime, which the local authorities could not cope with. The engineers of the laboratory received an order to manufacture a prototype of a police robot capable of clearing the city of thieves and murderers. Otep became such a police robot.

Otep began to realize herself as a person only a year after her creation. She grew and developed like a normal child. She considered Yiren, the chief engineer of the laboratory, to be her father. It was a lonely man absorbed in science. In Otep, he found a close creature.
